 1. THE BAR

The law requires lawyers to belong to an autonomous public institution known as the "Bar", bringing together, by legal district, the lawyers:

→ called to the Bar
→ or entered in the list of pupils

In Brussels, the Bar also includes:

→  members of associated foreign bars

→  members of European bars established in Brussels



There are 28 Bars in Belgium, in addition to the French-Speaking and the German-Speaking Bars, the Flemish Bar and the Bar to the Supreme Court of Appeal.



In Brussels there are two Bars:

→ the French-Speaking Bar in Brussels, whose site this is

→ the Dutch-Speaking Bar in Brussels



Lawyers’ activities are not limited to their legal district: a Brussels lawyer may appear in Liège or in Antwerp, for example, but also in any European Union country or elsewhere, under certain conditions.

 

2. THE PRESIDENT OF THE BAR

The Leader of the Bar is the President, who is elected annually by the general meeting of lawyers.

The President directs and represents the Bar. He chairs the Bar Council and the general meeting of lawyers.

He is responsible for the everyday management of the Bar.
He advises lawyers in the various difficulties they may experience in their professional life, settles incidents which might arise between them and intervenes in disputes they may have with the courts.

He receives and examines complaints against lawyers and if necessary decides to submit them to the Disciplinary Council.

 

3. THE BAR COUNCIL

The French-Speaking Bar Council in Brussels is composed of the President and sixteen members elected annually by the general meeting of lawyers. It represents all the members of the Bar.

One of the members of the Council is elected to succeed the President in office: he is the Dauphin of the Bar.
One member of the Council is the Secretary, another is the Treasurer of the Bar.



The law gives the Council the task of safeguarding the honour of the Bar and ensuring its ethics are observed.



The Council performs regulatory and administrative as well as disciplinary tasks. 
At a regulatory and administrative level, in particular the Council has the task of organising pupillage and professional training, establishing rules of professional ethics, organising legal aid, deciding on lawyers being called to the Bar or entered in another list of the Bar. 
At a disciplinary level, it is the Council which, on the initiative of its President, judges and sentences the failings of lawyers in their duties within the framework of second line legal assistance.



In addition, under the aegis of its President, the Bar Council deals with numerous matters concerning the profession of the lawyer, his organisation, his future, and justice and its administration, safeguarding human rights and respecting fundamental freedoms.



The Council meets once a week.

5. THE PRESIDENT’S OFFICE

Since 1 December 2003, the President’s Office has offered somewhere to meet anyone experiencing difficulties in their relations with their lawyer: it enables them, by simple appointment, to have an interview with a delegate of the President who will endeavour to resolve the problem.
At present this office has 8 to 10 meetings a month and its success has shown that it meets people’s expectations.
